"Always" an AP resort discount?

In Oct. 2011 we are going on a Disney Cruise. It's a 4-nighter, so we'll likely do 4 nights at WDW prior. A 4 day park hopper is nearly as much as a 7 day, so I *think* I have DH convinced that our family of 5 needs to do a Feb or March 2011 trip to Disney for 7 nights with an AP (which will also then cover the 4 nighter) and we'll save significantly on our room, too. I see now it's 45% off (interested in GF). Is 45% off the norm? Is there ever no resort discount for annual passholders? Thanks!
