On our last cruise we used an over-the-door shoe organizer and it was great for keeping us organized. Apparently, these are no longer allowed. Any ideas on alternatives?

You can replace the hooks with a loop (much like for FEs) and hang it on the hooks in the room (on the wall in the main room, and on the door in the bathroom).
Or hang it from one of the hangers in the closet (using the little gripper things on the hanger to hold the top of the organizer).
I attached a dowel with zip ties through the holes that the metal hangers usually hook to and also tied a ribbon to both ends. Although in this picture it is hanging in my bathroom, on the cruise I hung it from the round hooks on the wall in the room. Worked really well. Or you can hang it in the bathroom.

First cruise, I was thinking about bringing something like this -
Would it be helpful? I'd hang it in the closet. How big are the closets? Normally I fold instead of hang my clothes, but I figure I'll do more hanging on this trip.
I like the idea of using one of the hangers. I will be picking up a shoe organizer for our July cruise, too much clutter on the flat surfaces last cruise.
