Construct a nuclear power plant ~ Disneys agreement with the city of Orlando and the state of Florida allows it to exercise quasi-governmental powers over the area in which WDW is located. This gives Disney the autonomy to implement its own schools, justice system and even build its own nuclear power plant, should it ever chose to do so.
