Alcohol at Breakfast at Pop?

Have heard a couple different things. Can you still pick up a Beer or Wine Cooler at Breakfast at Pop, as your drink credit? Someone was saying that the coolers are locked in the morning until like 11:00. Is this something new?

In September, 2018, I had no issue with doing this for my drink credit. I'm not sure if it has changed since then!

Just got back, daughter had no problem getting drinks with breakfast at 9 am. (Wine).
