I am sooooo bummed they still haven't brought that back and seems there are no plans to.

The RAC and bag stuff was not handled by Disney but by an outside company authorized by TSA to accept bags. Disney basically just leased them the desk space.
Me and my daughter will just have two carry on bags. Will we just leave those with the front desk on our departure day before leaving for Hollywood Stuidos that morning? And then just run by and pick them up before getting on ME?NO there is not airline check in at your WDW resort, but they will hold your bags after check out if you still have lots of time before heading to the airport regardless of how you're getting there.

Airlines have kiosks in the airport terminal where you can check-in and print your boarding pass.
Ok, so who do I tip with this then? And when do I tip, when I pick my bags back up?That is correct except you're not going to the Front Desk. If you took ME from airport to the resort, were you met by greeters ( Bell Service is what I know it to be called) who offered help with your luggage to your room or to keep it while your room was being readied or you left to go to a park? That is where you will ask them to hold your luggage until your return. They will give you a claim ticket for pickup when you return.
