Age cut off for kids meals

Do table service restaurants enforce the age 9 cut off for kids meals? My 13 yo is a light eater and would prefer the kids items. It’s never a problem at QS, but we were thinking of trying TS next trip.
 
My kids were 12 and 14. We only did a couple of TS, but they were able to eat off of the kids’ menus when we tried. I know it is not always successful though.
 
If you're paying cash and it's a disney owned restaurant, it might not be a problem? I've also had them modify an adult dish into something my kid would eat.
 
Our DD is 13 almost 14 and has never been told no when ordering off the kid's menu. But I'm sure there's some CM's that may say no?? If they did I would quickly change my alcoholic drink order for some waters...LOL
 
For prix fixe meals and buffets, they'll pay the adult price but can order the kid options.

For a la carte restaurants, it depends on the cast member and day. Sometimes they're fine to order a kid's portion, sometimes they'll charge for an adult entree but bring out a larger portion of the kid's meal food, and sometimes they really push for them to order the adult menu.
