Which after hours? Moonlight magic events? If that is what you are referring too they are restricted to direct buyers or resale prior to 4/2016.

As han22735 says, the Moonlight Magic events are for qualified DVC members only. The DAH (Disney After Hours) events at the parks are open to anyone who cares to purchase the tickets.
