Is there a place on the property where you can purchase the park hopper passes at the adults pay kids price discount?

No. The Everyone Plays for the Kids' Price passes must be purchased in advance. But what you can do is buy the passes at disneyland.com and choose the "Will Call" delivery option. DL will hold your passes for pickup at any of the Will Call windows.
