ADRs with an under 2 year old?

First time traveling with a little one in almost 30 years and ADRs weren't a thing back then. There will be 5 of us, plus our 21 month old. Do I count him as a person when I make ADRs? I assume we don't request a high chair until we get to the restaurant.

Yes. Count him. It is for fire code as well as planning what size table you will need.

granted before covid but we had to count our 4 month old granddaughter on our trip and she could not use the highchair most places as she could not sit up

Head count is also part of fire codes. So, it's a safety compliance issue as well.
