Do you mean when can you make the reservation or how early can you get a reservation for?

As the PP said, you can make a reservation from 180 days before the date you want to dine.

As for the actual time, it doesn't matter where you are staying, you can make an ADR for anytime. Inside the parks, the earlier reservation you can get is 8:05am.
