ADR for After AP Renewal Date

I bought my AP a couple weeks before my last birthday. I was planning to do Disney again this year, but my birthday will fall 2 weeks after my pass expires. I plan to renew, but Disney doesn't allow you to renew until 60 days before. With the 180 day window for ADRs rapidly approaching, I wanted to make some (in park) ADRs. Can anyone make ADRs (not tied to tickets) or do I have to wait until I am able to renew my pass?

You can make ADR's without having valid tickets. They are linked to your MDE account and have nothing to do with ticketing

you only need tickets for fastpasses. not ADRs. They assume you will be sure to have valid park admission by the time you go to your ADR.
