ADR for 7 maybe 5?

My brother and his friend are supposed to come with us. If I make resv for 7 people and only 5 show up is that a problem?

I have been holding off because he hasn't rec'd approval from his work to go with us yet and I think I might be shooting myself in the foot by not booking yet.

I would make the ressie for 7. Due to circumstances beyond our control we've had to show up wit 3 at a ressie for 5 for two whole weeks and it was never a problem
