Say a better time for you shows up and it's within the 24hr cancellation time frame.... Are you hit with the cancellation fee even though you're going to book something else?

If you do it yourself, yes. If you go to the restaurant or guest services; maybe, maybe not.

There's a time limit to what the phone agents and resort concierge can book. I it's either 1, 2, or 4 hours out. If the reservation is further out than that, you might have luck on the phone.
