ADR Cancellation - policy changed back?

A while back Disney changed their ADR policy so if you didn't show up you were charged a $10 fee. Today I made a couple ADRs online and there was no mention of this fee and nowhere did it ask me for my CC info. Have they scrapped this policy and gone back to the old reservation policy?

Not every TS restaurant requires a CC guarantee. It is for the signatures and restaurants with character meals. There's a list of the restaurants in a sticky at the top of this board.

How did you get into the reservations site for making ADR's I have been trying for days to make some and it keeps saying site is busy because of maintainance. What am I doing wrong?
