Every agency has different requirements. Unless this is the agency that you've chosen, don't worry about it. The question most asked by the parents when we adopted our kids was, "so what rate did you get on your home equity loan?" While income guidelines are one thing, and they can want to make sure that you can pay all of the fees associated with adoption, no one has to be a millionaire in order to adopt. Heck, our agency helped some people who couldn't afford any of the fees but could afford to raise the kids later.

... we are awaiting our agency to get licensure in Kyrgyzstan, which is expected around March. The program itself will be up and running by May (agency estimation). We are still proceeding with Kazakhstan and we are going to reevaluate switching to Kyrgz once the program is moving forward. We are still on the fence right now...
