To the OP's question, I am not personally aware of any places in Disney that do this. Actually, IHOP is the only place I know of who does the pancake batter thing. Places may add milk or something.
I haven’t heard of them doing this. If it’s an allergen you can mention and ask about the eggs they’re pretty good with handling that and if they put something in the eggs you couldn’t have they’d let you know
I test my glucose regularly and at least at Disneyland I haven’t noticed any spikes when eating the scrambled eggs at the Plaza Inn which leads me to believe at least there no batter added.

I'm also keto and my intestines know within 30 minutes if I've eaten something that I shouldn't. Not really thinking only pancake batter but other stuff to stretch it along. I typically don't eat breakfast but we're going to do a brunch one day at Cape May
My hubby used to manage an IHOP, they added pancake batter to the omelets to make them fluffier and less runny since they cooked them on a flat grill, not in a pan, but not to the individual scrambled eggs.
