For those who missed out on the initial registrations for Remy's, it seems as though they are now opening it up to those who don't have valid DVC Stays during the preview periods. It does say that you must have a blue card though.
Once you login to the DVC site scroll down and look for the third entry under News & Alerts. Click through and make your reservations.
We made an AP preview registration for 9/4 and after that planned a trip. I was able to make another DVC registration this morning for 9/5.
