Additional driver fee?

Most rental car companies include language that says that they MAY charge an additional driver fee. DBF and I will be driving down in 2 weeks and are trying to find the best rental car deal. Do most companies actually charge this fee? I was thinking that it may be best to try to book over the phone and speak to someone for clarification.

Most rental companies do charge for an additional driver, however there are discount codes out there that will allow an additional driver for no charge.
They're definitely worth checking out, I know Costco has one.

Unfortunately, Hertz is all out of minivans. I was doing some research yesterday and our best bet may be to claim domestic partnership, since we live together. I think it is Budget's website that spells out that if we even claim to be significant others at the counter we can get the additional driver fee waived for our "spouse".

I know that USAA (insurance company) members do not have to pay for the second driver and your insurance automatically covers the vehicle, so no need to buy the additional insurance.

Also prices are lower for their members when booking through the USAA website.
