Adding a guest to a room?

Our plans have changed and now it looks like we can downsize to one room. However I have a ticket package and my sister has a FL resident ticket purchased separately. I know if I add her to the room now she needs to have the same ticket as me.

Can I add her when I arrive to avoid the ticket issue?

I am pretty sure the answer is yes, but want to confirm.

Not sure about the ticket package part because we are passholders but I did add my daughter's friend to the room when we arrived at the resort.
