Can you add on points for your home resort when that resort is sold out? If we buy through Disney with SSR as our home and later, after it's sold out, want to add-on, can we do it there?

Yes DVC has points for sold out resorts, you go on wait liss if they don't have. Also you can buy resale from others.

Yes, you can purchase an add-on at any of the DVC resorts directly from Disney: VWL, BWV, OKW, wherever you want provided they have points available for your Use Year. If they don't have points available when you call you can go on a waiting list. There is usually a wait for points at BCV, but points are often available at other resorts when you call or within a few weeks.

The minimum add-on is 25 points if you pay cash, 50 points if you want Disney financing.

I called last Monday , the 25th , and was put on a waitlist. I got a call Thursday that I got my points. Last year when I called for an add on it was a right away deal.

Yes, as long as you purchase at least 25, it can be any higher number of points - 26, 27, 45, 982, etc.
