ada guidelines for service animals

Some of the information there is outdated and not correct. On your link it states "Last updated January 14, 2008". The Department of Justice made major revisions concerning the ADA which were published in The Federal Register, on September 15, 2010 and effective March 15, 2010.
 
Thanks I looked on the ada and doj site and all i can find is this document mybe they haven't updated their site yet with the changes.
 

Actually, although the ADA guidelines have changed, the link posted by the OP is one of the current FAQs on the Department of Justice website. They have not updated the page yet.
Post #3 of the disABILITIES FAQs thread has a link to that same Department of Justice page (along with a number of other links about Service Dogs.). You can find the disABILITIES FAQs thread near the top of this board or follow the link in my signature.

A couple of the specifics are that only a dog may be a "service animal" and it makes a clear distinction between "service animal" and an "emotional support animal" which does not have the same rights as a service animal.

Exactly.
The service dog is really an accommodation for the person with disabilities.
