Nobody HAS to be on in WDW for their birthday. You can celebrate a birthday anywhere.
If my daughter wanted a trip for her birthday, I'd tell her to get real, she'll be lucky to get a new bike, a $5000 trip is out of the question.
But, to go along with your supposition, if the only thing she wanted was to be in WDW for her birthday and that trip was impossible due to work or other circumstance, I'd explain to her that people can't always get what they want. I'd probably take the opportunity to tell her that she's a very lucky girl because she gets to go to WDW at all. Many children never get that opportunity.
