Activation Of Annual Passes.

We purchased the annual passes online and have the receipt to take to WDW.
The first resort we are staying at is Bay Lake Tower.
I'm assuming that it is still not possible to activate the annual passes at the resort.So, what is the best location in which to do this (we will not be going to a park that day).
Magic Kingdom ticket booth or the TTC booth ? (not sure what one would be less busy at about 7pm ?

MK Ticket Booth or Guest Relations. You can easily walk over rather than have to use the Monorail and then do a complete circle to return to BLT.
