I see on the menu at allearsnet.com that there is a $5 charge for those not dining at Liberty Tree Tavern. Does that mean I can make PS request and only order drinks and pay the $5 charge instead of paying for the whole meal? This would be a great option for us since we are on a tight budget but still want to see the characters.

Why not do the Ice Cream Social at EPCOT's Garden Grill? The cost is $6.75 per person (plus tax & gratuity). You'd get to interact with the characters and it's supposed to be a lot of fun. And you won't have to feel like you're spending $5 each just to be with the characters.
