? about ebay item not received-paypal complaint

I paid for my ebay auction on 11/2, and the latest info available on ebay is that the seller printed a priority mail slip (from their own computer) on 11/16. I emailed the seller twice with no response & now they are no longer an ebay user. I filed a complaint with paypal yesterday, but paypal says there is no guarantee I will get the $25. back I sent this woman. Should I do a chargeback through my credit card co? I know this affects Paypal & not the seller, and I don't want them closing my acct because I filed a chargeback. What should I do?
 
When you file through paypal..they'll see if the seller has the money in their paypal account. If there's no money then you won't get any.
 
I am having a similar issue. I am new to purchasing on eBay in the last 2 months. (Decided to get some Christmas bargains!) I have had great luck with all of my purchases except from one seller.

I won 2 bids from an individual with an outstanding eBay record (over 1000 positive feedbacks). I won the bids on Nov. 10 and Nov. 14. I paid immediately with PayPal (credit card) after the bidding ended (within 1 hour). I contacted the seller around the 19th to check the status. I was told that they were on vacation and did not have access to the records. I contacted 2 times the next week - no response. I contacted again on Monday - email full. I contacted again on Tuesday and got a response that said "I shipped them. I will check for more information and get back to you." It is Wednesday and I haven't heard back...

What are my options? Can I refuse payment on my CC if the items don't show up soon? Since I am new to eBay, I figure this will then kill my chances of having decent feedback record... Will this ruin my PayPal account? I am annoyed at the lack of response and the fact that seller basically just said "I shipped it." How do I know this? How come eveyrthing else I have bid on and won (and paid through paypal) has been shipped in a timely manner? Seems odd to me that both items won from this seller have not arrived, which leads me to believe it is an error on their side...
 
You said the seller printed the label- did they give you a delivery confirmation number?
 

There is a tracking # on mine, but that is only from what the seller printed out. I can't contact the seller to get a delivery confirm #.
 
Paypal said they can not guarantee my $ back, and the seller is no longer on ebay, so they may not use paypal anymore. If I do a chargeback with the credit card co, what will happen to my Paypal account?
 
Isn't the tracking number that you have the one you can use to check if it was sent? I always thought that the letter that paypal sends the buyer when the seller prints the slip has the number so they can track it. I would go on usps.com and see if you can track it using the number you have.

Personally, I would do a charge card dispute. If worse comes to worse and they close your Paypal account, open a different one with a different email and CC. I have separate PP accounts for my business and for purchasing items for that very reason.

Most credit cards will only "dispute" or "chargeback" when the total charged was over $50.
 
My credit card will dispute any charge I ask them too.
Since you only have a 30 day leeway to dispute your cc...I say go for it. Pay pal will find a way to get the money back . Sometimes your CC eats it too (Am Ex did for me once) . Also, make sure you write up a negative complaint against them on ebay, including their ebay name but also their email address....In all, the CC is the best best re getting your money back.

Just a note but American Express is the best card to use for chargebacks. Unless there is very compelling evidence to the contrary, they generally side with the cardholder in a dispute.
 
Just wanted to update- I did a credit card chargeback the day after I logged my Paypal complaint. Paypal told me that as long as I didn't base the reason for the chargeback as "unauthorized", I would be ok to file. Once Paypal received info on the chargeback, they would cancel their investigation because you can't have both at the same time. Well, miraculously my ebay purchase came the day after I had filed the chargeback (some timing, right). I opened the pkg to find the clothes I had ordered (supposedly New without tags, or excellent condition, I don't recall) all shrivelled and shrunk from the wash, as well as some large stains on the shirt (the kind that look clear, like from oil, and don't come out). This seller is unbelieveable. No wonder why they left ebay. This would have been the first negative I ever left if she was still an ebay user.
