? about adding DDP to discounted package

I have a question I was hoping someone could help me with...

My friend has a trip booked this May using the free ticket upgrade offer that expired March 15th (I believe that was the expiration date). She was thinking about adding the DDP to her package but CRO told her it was too late to add dining if she wanted to keep the upgraded ticket offer.

Since she's just adding the dining plan to an existing reservation and not cancelling and re-booking shouldn't she be able to do this? It doesn't seem right what the CM told her.

That does not sound right to me - have her try again and if they say that again have her ask to speak with guest services - there are omethings they can do that the CMs working the phones seem unable to

She could only do that if there were still rooms available with the dining plan and the free ticket offer. It isn't as simple as just adding the dining plan.
