Depends. Characters are slow at Tusker. If you need to meet everyone I'd say it's iffy. Otherwise, and run.

Probably not. It takes time to check in, eat & pay, and then get yourself over to Pandora, which will probably be letting people in before the official park opening time.

Tusker House is expensive & you'd waste the experience rushing through it & not meeting many characters (you absolutely will not have time to meet them all if trying to make Navi at rope drop). I recommend scheduling a late morning breakfast there, instead. Do Navi first.
