Abandoned backlot tours and Catastrophe Canyon

Couldn’t they remodel it as an Avenger rescue attraction ? Or does Any Universal have all the legal authority to do so only on the East side?

Nothing is left to remodel. It was all torn down and Galaxy's Edge constructed on the site. Satellite map looks like a couple of buildings remain e.g. the long, narrow Costume building but they're being used for backstage needs.

The Catastrophe Canyon at Walt Disney Studios Park in Paris could have theoretically been given an "Avengers" makeover, but it's being rethemed to "Cars."

They cant use the Avengers in attractions on the East Coast.
