The simple answer is yes, you can use VB points to stay at any of the WDW
DVC resorts.
However, VB would be your home resort and you would only be able to book at other (non-home) DVC resorts, like BWV, up to 7 months before your checkout date, while members whose home resorts are those other resorts can book up to 11 months before there check out date.
What this could mean is that by the time you are able to book at the 7 month window, the resort may already be fully booked by members using the 11-7 month booking window.
It depends on the time of year you would normally go to WDW, as certain times of year, like between Thanksgiving and New Years, are very popular due to the lower points requirements, and getting a reservation at the 7 month window may be a problem and you may have to go on a waiting list.
Also, currently VB has the highest annual dues of all DVC resorts. While the difference may be minimal, its something to consider.
The advice you will see over and over is "buy where you want to stay". So if you like BWV and you would be disappointed if you could not get a unit there when you want to go, then go for a resale contract at BWV.
