A question about security at non-US airports

I am wondering if anyone has any information about the airport security in the caribbean or other foreign airports, specifically San Juan. I have been hearing a lot on the news about all of the changes the FAA is requiring in all US airports. I also know all airports with direct flights to the US have to meet FAA approval. However, does this mean that all foreign airports such as San Juan or, say, Barbados, must meet the new screening requirements as well? Do San Juan, Barbados, Aruba etc also have to purchase explosive detection devices by years' end? Any info on this would be most appreciated.
