A question about postage

I'm sending some envelopes for them to send back to their families or whoever. Anyway, do I need to put stamps on them as well or not?

They don't have to pay postage on letters.

When I receive a letter from my son, he writes "FREE" in the spot where the stamp goes.

I didn't put stamps on the self addressed envelopes I enclosed with my packages. Haven't received any back yet, but I understood that service personnel do not have to pay postage to send letters. They <b>do</b> have to pay postage if they mail a package, though.
