A new driving technique?

In the past few weeks, I've noticed something new in my travels...last night alone, I saw this in three different places (and in two different states, no less)...

The road is one lane going in each direction and the speed limit is 45 mph. No passing zone. The shoulder is 12, maybe 18" wide at most. I've seen numerous cars that, when they want to make a left turn, they put on their signal and then pull completely over into the oncoming lane and stop! So then, all of the people coming toward them, headfirst, going 45 (or 50, or 55mph) have to stomp on their brakes and there is hardly any room for them to pull over onto the shoulder...

:confused3 I wasn't aware that this was the proper way to make a left turn (note sarcasm).
