That's exactly the question. There have not been 43 different Presidents. Counting Grover Cleveland twice would be like counting Bill Clinton twice. So I am curious what is on display at the Hall of Presidents.

Can anyone who has been there answer?

Grover Cleveland has the distinction of being the only president to serve two terms that were NOT consecutive, so, yes, Cleveland would and should be counted twice.

Correct. And this is exactly the point of my question.

He was elected. He lost. He was elected. However, he is still 1 man. He served 2 terms as President, but so have many others. We do not count George Washington, the first President to serve 8 years, as 2 people. He was 1 President.

Now, many times historians will count a dual-term as 1 "Presidency" which is why Grover Cleveland has the honor of being the only person to serve 2 presidencies. He was our 22 and 24 President, but he is still 1 President.

The simple fact is: There are not 43 people that have been President of the United States of America. There are only 42. So.....

The question remains: Are there 2 figures of Grover Cleveland at the Hall of Presidents, is there a figure of someone that was never President (perhaps B. Franklin as GoofyGeggy suggested), or is the question in our quest wrong?

Anyone know?
 
but the reason he is counted twice is because he was 22nd, and 24th, Bill Clinton was only 42nd, not 42nd and 44th - if he had lost, and gotten re-elected after the 43rd pres served a term, then he would be counted twice too

If you really want to get technical, there have been 69 (or 70, not sure) presidencies, since each election would count as a different presidency.

43 presidents, 42 people. No matter how you slice it and dice it, it still comes out to 43 presidents represented by 42 men.

Say, did anyone know that Grover Cleveland is one of only two presidents to win the popular vote more than two times? Yes, in the election that he lost, he actually carried the popular vote but lost in the electoral college. They should have his animatronic bust(s) tell people that.
