A couple of technical questions

I noticed that the FAQ states something to the effect of "cannot be used for tickets only." Does this mean that we only get a discount on what Disney considers a "package". For example, if I get 6 nights at POFQ for around $600 and two two 6-day park hopper pluses for another ~$600, will I get a rebate for $120 or just the room portion (e.g. $60)? I know this may not make much difference for most people but for some the difference in rebate here decides whether or not the program is valuable.

Another question, what about reservations at the Swan and Dolphin, are these covered and can the teacher rate be used in conjunction with DISavers?

The commission on Park Hopper passes is less than 10% and is available only on Hoppers of 5 days or more. Hoppers purchased thru DISavers (or Dreams) would have to paid for in full at the time the deposit is due.

The "packages" referred to in the FAQ are Resort Magic, Discovery Magic, Deluxe Magic and the Grand Plan. These packages all include room, Ultimate Park Hopper passes and more- depending on which plan is chosen (some include meals, Cirque, etc.). These packages all offer a 10% commission rebate.

I think that the government discounts at Swan/Dolphin must be booked directly through the resort itself and could not be done thru DISavers, but will try to get more information about that specific program. That could be an exception to the rebate available with DISavers, but I'm not certain about that.

Basically, any commission available to a travel agent for a reservation is included in the DISavers rebate program. If there is a commission, the DISaver member will receive the benefit.
 
Actually, a couple of corrections to Doc's answer:

If the Swan/Dolphin reservation is booked through DreamsRES, we can offer the rebate (and we can book the Govt/Teacher/Nurse/Military discounts through DreamsRES).

Also, Disney's Basic Plan package is covered under DISavers (which is just room/tickets).
