An idea I've been thinking about lately is that VMK could change the CL program by looking around VMK for people that help out on a regular basis, then asking those players if they want to be CL's. As opposed to someone sending in a gazzillion applications saying how they always help out, which is how the CL program is/was.
Maybe this is what they're going to do in the future?
