The wording on the $99 PH is the same as the 2Fer that is available right now:
Tickets valid for Southern California residents within ZIP codes 90000-93599 and Northern Baja California residents within ZIP codes 21000-22999. Proof of residency required for admission.
My DD goes to college in So Cal and had friends come out to visit so I emailed Disney regarding her being able to purchase the 2Fer tickets for them. The reply said she could purchase up to 8 tickets for visiting friends and/or family for both the 2Fer tickets and SoCal 2-day PH tickets from either a DL ticket booth or Ralphs or Vons store.
