99 instead of I5 due to construction?

Looking for a good stopping place on 99

We are coming down from Northern California and have heard that construction on I5 is making it a much longer drive. Our plan is to take 99 from Sacramento instead. We have our regular stops at Pea Soup Anderson and right before the Grapevine. Can anyone suggest a stop on 99 since we won't have Pea Soup Anderson's?
 
The I-5 delays completely depend on when you are driving through...what day and time are you leaving?
 
Ive pretty much made the decision to take the 99 though. Im trying to find a stop worthy place with clean bathrooms on the 99 route

Can I ask what days are impacted? We are going down on a Thursday and trying to figure out what time to leave to avoid rush hour traffic in SoCal. I believe it will start after 3 so we may just be doomed regardless unless we wake up super early.

We return on a Sunday and it seems like that will definitely be a bad day if it's just as bad as it has been earlier this summer per DISboard posts.
 
I have yet to hit a big backup on I-5 from the Bakersfield construction mid week other than reduced speed so that shouldn't be an impact on ya on a Thursday. I usually try and time hitting Downtown LA before 2p or 8p or later if I am traveling further south and have the option to avoid traffic.

99 has less "rest stops" or travel type centers than I-5...more just towns like Merced, Modesto, Fresno and Bake-In-A-Field that have exits with your typical fast food and strip mall kinda joints.
