Perfectly legit. Ebay instituted this as a new security measure to make sure that "bots" weren't abusing their internal messaging system by spamming out random messages to members. A real human has to look at the image of numbers and key in what they see. A program wouldn't be able to do that.

It comes and goes. I'll have several days in a row of having to put those numbers in, and then poof, I don't see them for a month.
