I will be going on my 14 trip with my mother to WDW in a month and while we are there she will celebrate her 60th birthday and I would like to surprise her with something special.

Any thoughts? We already have dinners planned for the time we are there!

Gosh, I wish I could help but you have all the dinners planned and you have visited 13 times. I would think that just going there with you would be special for her. Maybe it would help others to help you if you gave more information on what she likes?
 
There are so many different options. As WDWisTheBest said, we really need to know what she likes to offer suggestions. There are all sorts of tours, the Wishes Dessert Party, gifts, etc that I don't know how we can begin to narrow down options for you without knowing her better.

For my DH's 60th birthday, I had a gift basket made up by Memories By Betsy. She can personalize the baskets however you want and it'll be delivered right to your room.

If money is not a problem, I would rent the Grand I. It is a 45 foot yacht that you rent at the Grand Floridian. You could do a sunset cruise, dinner cruise (With a Butler) or to watch Wishes. It cost a little over $510.00 per hour. But it is very special. Something more budget friendly, but social as well, I would have a dinner at the California Grill. And cocktails on the observation area whils watching Wishes and listening to the music.

Do a Garden View Tea at the GF:) It is the best way to celebrate a special birthday. I did this for my little niece and she had a wonderful time as well as I did:) She however, was the only little Princess there while we were there and they treated her like a "Princess" in all ways...I would do it again without a blink:)there were moms and grandmas, bridal party, grown sons treating their moms...just a precious time
