4th revolving fastpass+

I just received and took a Disney survey involving a 4th revolving fastpass that would be available at different times.

Option 1, the 4th fastpass would be available after 1pm, and you can select again after each use.

Option 2, the 4th fastpass could be selected AFTER all 3 initial Fastpasses are used, and then you can select again after each use.

Option 3, the 4th fastpass could be selected after the first of the 3 initial Fastpasses were used, allowing you to continually hold three, and you can select after each use.

These options do not address park hopping. Thoughts?
