If you miss, let's say, your 3rd Fastpass window, can you go to a kiosk and book a fourth Fastpass? Basically, I want to skip my 3rd Fastpass and then book a 4th Fastpass (another tier one at Epcot or a Fastpass at another park).

Yes. It would also be faster to move up your 3rd Fp for immediate use as soon as you complete your 2nd Fp and let the 3rd expire. That way you will wait less than the original time period before you can select your 4th.
