4th fast pass - still only via kiosk?

Title says it all. Do you still have to go to a kiosk to get a 4th FP+ or can you now use your phone? I remember reading that is coming soon but don't remember when. I am guessing in April after we come home just like everything else right now lol

How long are the lines to get the 4th fastpass? I understand some kiosks are busier than others, what is a good ball park?
