Yes, its a code that you either get mailed or e-mailed to you, if you have booked in the past or if you have registered on the site (or ordered a planning kit)
A lot of our American DISers have not been getting them through by e-mail or mail though and have been succesful phoning up and asking if there's one on their account.
I'm in Ireland and I got one. I read about them on the codes and rates board so I decided to give Disney a call, I called the Central Reservation number, asked if there was a code and there was one by my name
I was able to use it to book at MK view room at the Contemporary for part of our October trip.
My family and I have been on numerous occasions. We are registered to every Disney database available, take part in all surveys when asked and apply for all new DVD's and still nothing.
I am holding off from booking our October trip just in case theres a code out there somewhere heading my way
