can anyone rent the scooters at the parks, or do you have to have a valid disability? i have a bad left ankle, though it's not a problem unless i'm on it for hours, such as walking around a park all day. then i'm out of commision the next 1-2 days. can you rent one by the hour, or is it only by the day? do dvc members, or disney visa cards, get a discount on a scooter?
can i set a sept teetime now, and purchase the $50 golf membership then (sept), and still get the discount for me and my 3 guests?

You will be able to rent an ECV for your ankle issue. They do not ask for disability verification and one would assume you would not spend all that money to rent one unless you really needed it. There is no DVC discount.

You cannot rent by the hour, they are only availble for the day, assuming you mean the ones at the parks. You can rent one for your length of stay from the various scooter rental companies in the area.

there are also companies that rent scooters (they drop off and pick up at your resort) for your whole duration so you can use it at the water parks, downtown disney, etc I used a company a few years back (busted toes and foot) and it was awesome.
