1. Is the path from the railroad near Barnstormer behind the Speedway toward SpaceMountain always open?

2. Barnstormer or Pete's Silly Slideshow - 8am opening during March Break, which ride/attraction is more likely to have the longer wait AFTER riding Pooh, Speedway, TeaCups, and Dumbo at rope drop?

3. Is a FP+ kiosk still located near the FP+ entrance to Splash?

4. Can a 4th FP+ be collected only after using your 3rd or can you get it during the window of your 3rd?

The path has been open every time I've tried to use it ... The place for assistance dogs to go potty is along that path - so I hope it's always open.
I'd say that barnstormer will have the longer line, but that's a guess on my part - you might want to check Josh's charts.
Don't know about the splash kiosk.
You can only get a fourth FP after you actually use the third one (afaik)

Pete's Silly sideshow doesn't open at park opening. I think it opens at either 8:45 or 9.

1. I have never noticed the path closed. We use it often as a less crowded path.
2. Pete's usually has a longer wait than Barnstormer. I have had luck with getting a 4th FP for Barnstormer in the past. So I would try and get a FP for Barnstormer and wait on line for Pete's. Also, I would wait to do teacups until after Barnstormer. After Dumbo I would head to Barnstormer than go back to teacups. Teacups usually has less of a wait than Barnstormer.

I think (not positive), that if you wait until the third window is closed, but you haven't used that third FP (ie: it expired), you can rebook that one from your smart phone without having to go to a kiosk.

I have done that from my smartphone. I missed a FP due to a long lunch and was able to change it to another attraction/time later in the day. I have also purposely not used a FP when I saw the walk on line was short during my FP time. I did the ride as a walk on then changed that FP to a different attraction. This worked in September.
