If she ordered a high-end mineral water, $28 is not totally out of the question, given that this is WDW restaurant pricing.

perhaps the OP's neighbor overheard someone complaining that they spent $28 for a "bottle of water" 'cause they ordered the child's meal and the kid didn't eat a bite, but only drank a bottle of water?
