25% off room rate?

Is it true that DVC members get 25% off a room rate when not using points to stay? Does it have to be a DVC resort? Could I use it at say a moderate resort?

Also check-out deals CRO may have and AP rates. These days there maybe some better deals out there, especially for SSR and OKW.
