I don't think reporting every injury to a child is the norm most places, particularly if there is a family doctor involved that has a long history with the child. We've never had a visit from CPS, not even during DS's Summer of the ER, but our pediatrician knew/knows all about his daredevil tendencies.

In our area, the ER doctors do their jobs and weed out those parents who need intervention. DS had two ER visits inside 6 months, and the doc and nurse (same ones both times) did their jobs while separating DH and I, asking each of us questions, and making sure that we were not at fault. Both visits started with a 911 call, though only the second involved an ambulance ride. Both times, the guys responding to the 911 call *also* did this, separating us and asking questions, while others were tending to DS.
Hard to imagine that in your county the people caring for emergencies aren't doing what the people in my city do! Seems CPS would get really annoyed at those doctors and emergency responders, if they aren't weeding people out like our city does!
