I'm pretty sure the only time they've done a Leap Day 24 hr was on 2008. The rest have been in May. No word, officially, if and when the next 4 hr event will be held.

The hours for Magic Kingdom on that date are blank, while all other days before and after have hours, so I am assuming this is an indicator of it happening...

I just pulled up the Disney website, and there are hours posted.
Feb 28 9 am - 10 pm
Feb 29 9 am - 11 pm
Mar 1 9 am - 8 pm
I went to the one in 2013 and 2015. Felt like 2015 was really just thrown together, nothing special and we all decided we wouldn't plan a trip to attend again. They focused so much on Disneyland's 60th, we really felt like they said a week out "oh wait we have to do organized some things at the WDW 24 hour event" ...... 2013 was SO much better.
2013 - 2015 were announced a little over 2 months out. 2012 Leap was announced New Years.
with the security changes that suddenly happened, I would be surprised with a delay if they plan to announce it. I'm more crossing my fingers that do first day of summer again.
