In the past, the time has varied between second week of Nov and third week of Jan, for the year that begins more than 11-months later. When it has been in Jan, there have usually been major changes made. In more recent years, a common time has been latter part of Dec, which is when the original 2022 chart was released (Dec 2020), but as pointed out by many it had a major problem of having far too many points than actually exist for each WDW resorts. The chart is supposed to come close to equaling the total points for each Resort, spread among all the rooms over a 365-day year. For the original 2022 chart, the total points well-exceeded the actual total points, which would have given DVC an unfair advantage in being able to rent more rooms. DVC finally made a change in the summer of 2022, purportedly to correct the problem it created. Personal view is that DVC still needs to do another correction for 2023.
If you have a 2022 vacation already booked, it will not be affected by the chart for 2023 that is likely to be released in December.
